If you are looking for a small and free SNOMED browser for your desktop, you have come to the right place. Just download SNOB, and import the SNOMED Tabular Tables into a SNOB database.

SNOB is something more than just a SNOMED browser. You can edit existing descriptions, add new descriptions, export the content to file, import files in Release Format 1 and 2, import multiple releases of SNOMED into the same database, and see a changelog for each concept. SNOB supports a multi-lingual user interface. SNOB uses a lexicon to improve search results and translate descriptions to other languages. (Here is an example.)
